In Old Town, the City Decides Your Roofing Material

The Old and Historic Alexandria District was designated in 1946. The city describes it as the third oldest historic district in the United States. Parker-Gray followed in 1984.

Inside those districts the Board of Architectural Review governs exterior work visible from a public right of way, and that includes your roof. The city also designates individual One Hundred Year Old Buildings outside the districts, which fall under the same review.

What most homeowners do not know is that the rules are specific about materials, and they are published. We work from the actual document rather than guessing.

We Check Your District First

Before quoting we establish whether your address is inside a regulated district and what that permits.

Slate, Metal and Asphalt

Alexandria has more slate and standing seam inventory than surrounding areas. We work on all of it.

Licensed and Permitted

Virginia DPOR licensed, and we pull the permits the city requires rather than skipping them.

Backed in Writing

Workmanship warranty on our installation plus manufacturer coverage on materials.

We completed a full roof replacement in Alexandria, VA after the home sustained damage from high wind speeds, which resulted in multiple missing shingles. To ensure long-term protection, we replaced both the existing shingles and the underlying decking, eliminating any compromised plywood. The new roof system was installed using GAF Timberline HDZ shingles in the color Weathered Wood, providing both durability and enhanced curb appeal. In the end, the homeowner was extremely satisfied with the results, and their positive review speaks for the quality of our work.

Excellent experience with American Group Construction. I had several estimates to re- shingle my roof, and not one was more thorough or professional than Isai and AGC. He got up on the roof, took photos, and explained all aspects of what he found and the work he offered. I needed two new skylights, which I knew in advance, but he showed me exactly why they were necessary. Other companies used satellites to measure the work, and did not see or consider the skylights. With the end of January snow storm imminent, the work could not get done, but Isai came by the house on the Saturday, hours before the storm, to 'patch' the roof to keep the home protected until the snow melted. Once the job began, the team was on time, worked tirelessly, communicated everything and once done, returned the area 'cleaner than they found it.' I would use this company again and highly recommend their work.

Harry and his crew did a great job. They were very thorough with their work and even took effective measures to protect my lawn and garden. Harry was very helpful through the process of replacing my roof and even took the time to meet with my insurance adjuster. Harry also took the time to meet with my after the job was complete for a walkthrough on my roof to ensure everything was done to my satisfaction.

We work on many roof types common in Alexandria, including asphalt shingles, flat roofs, cedar and synthetic shake, slate, and metal roofing.

Three Tab Shingles Are Not Approved in the Historic Districts

The city BAR policy adopted in October 2022 states it directly. Three tab composition shingles are not appropriate except where evidence confirms it was the original roofing material.

That single line catches a lot of homeowners, because three tab is the default cheap quote from most contractors. In the historic districts it is generally not an option.

Architectural grade composition shingles are permitted where the original roof was composition, and the guidelines recommend weathered wood or slate blend colors. City staff can provide a color chart of historically appropriate roof colors by architectural period.

Most Roof Approvals Take One to Three Days, Not Months

There is a widespread assumption that anything touching a historic district means months of hearings. For most roof replacements that is wrong.

The city states that many exterior alterations can be approved administratively by BAR staff within one to three business days, and it names replacement roofing specifically among them.

A public hearing in front of the Board is for work that does not meet the administrative criteria. A like for like roof replacement in an appropriate material usually does meet them.

Separately, replacing more than 100 square feet of roofing requires a building permit from Code Administration, and the city only permits contractors licensed by the Virginia Department of Professional and Occupational Regulation. Unpermitted work can affect your ability to sell or refinance the home or file an insurance claim.

What the Rules Actually Say by Material

The governing principle is that replacement should match the original in design, color and texture. In practice that breaks down by material.

Slate and tile. Original slate or tile must be replaced with the same material, style, color and shape.

Metal. Original metal must be replaced with the same style of metal roofing, whether standing seam, flat seam or stamped shingle. Pre-formed standing seam may replace field installed standing seam if the seams and pan are the same size. Solid copper may replace painted standing seam.

Composition. Original composition may be replaced with architectural grade composition, or another stylistically appropriate material.

Synthetic slate. May be replaced with real slate, synthetic slate, or architectural grade composition.

Where the original material cannot be determined from documentary or physical evidence, roofing historically appropriate to the age of the structure must be used.

The first question we ask an Alexandria homeowner is the address. Not the roof size, not the material. The address, because it determines whether the Board of Architectural Review has any say in your project at all.

Inside the districts, material and color are constrained and most approvals are administrative. Outside them, a roof is a roof. Getting that answer wrong at the start is what turns a straightforward job into a problem.

Flat and Low Slope Roofs Are Not Reviewed

One useful exception. The guidelines state that flat and low sloped roofs, due to their limited visibility, are not reviewed by the Board.

That matters in Old Town, where rear ells, additions and connector sections frequently have flat or low slope roofs behind a pitched street facing roof. The visible roof is reviewed. The one behind it generally is not.

Gutters and downspouts also do not require BAR approval, though the guidelines still recommend half round where there is no fascia board and K style or ogee where there is.

Roof mounted solar can be approved administratively only on buildings constructed after 1932.

Del Ray and Rosemont Are Not Under the BAR

This is the part that costs Alexandria homeowners the most unnecessary worry.

Rosemont, Del Ray and the Town of Potomac area are listed on the National Register of Historic Places. That is a federal listing and it does not impose local exterior restrictions. The Board of Architectural Review governs the Old and Historic Alexandria District, Parker-Gray, and individually designated One Hundred Year Old Buildings.

If you are in Del Ray or Rosemont and not in a designated building, your roof replacement is a normal roof replacement.

One more boundary worth knowing. Hollin Hills, Belle Haven, Mount Vernon and a number of other neighborhoods carry Alexandria mailing addresses but sit in Fairfax County, under a different jurisdiction entirely. Hollin Hills in particular became a Fairfax County Historic Overlay District in 2022, with its own review board.

We Work Inside the Alexandria Process

We work throughout the City of Alexandria, inside and outside the historic districts, including Old Town, Parker-Gray, Del Ray, Rosemont, North Ridge, Seminary Hill, Parkfairfax, Cameron Station and the West End.

Tell us your address when you call. The first thing we establish is whether you are inside a regulated district, because that determines your material options and whether anything needs to be submitted.

We also serve Arlington, Fairfax, Falls Church, Springfield and the surrounding communities.

Alexandria Roofing FAQs

Do I need city approval to replace my roof in Alexandria?

If your home is in the Old and Historic Alexandria District, in Parker-Gray, or is a designated One Hundred Year Old Building, then yes for work visible from a public right of way. Outside those districts, no. Del Ray and Rosemont are on the National Register but that is a federal listing and carries no local exterior restriction. We confirm which applies to your address before quoting.

How long does Board of Architectural Review approval take?

Faster than most people expect. The city states that many exterior alterations including replacement roofing can be approved administratively by staff within one to three business days. A public hearing is only required when the work does not meet the administrative criteria. Separately, over 100 square feet of roofing needs a building permit from Code Administration.

What kinds of roof problems do you see most in Alexandria?

In the older housing stock, failed flashing at roof to wall junctions and at additions, slate and metal roofs reaching the end of a long service life, and leaks at chimneys. Alexandria also has far more slate, standing seam metal and flat roof inventory than surrounding areas, and each is a different repair than asphalt.

I live in Del Ray. Do the historic district rules apply to me?

Del Ray is in the Town of Potomac National Register district, which is a federal listing with no local exterior restriction. The Board of Architectural Review governs the Old and Historic Alexandria District, Parker-Gray, and individually designated One Hundred Year Old Buildings. Unless your specific house is designated, your roof replacement does not need BAR approval. We confirm it before we quote.

Can you help with storm‑related insurance claims in Alexandria?

We can document storm damage with photos, provide detailed estimates, and communicate with your insurance adjuster as needed. While we don’t control what the insurance company approves, we help you understand the scope of damage and the repair or replacement options available.

What roofing materials do you recommend for Alexandria homes?

American Group Construction installs GAF roofing systems as a GAF Certified Plus installer, with experience on Alexandria’s full range of architectural styles from historic Old Town to modern communities. For complete product and warranty details, visit our GAF Roofing Products page.

How long does a typical roof replacement take in Alexandria?

Most single‑family roof replacements in Alexandria are completed in one to two days, depending on the size and complexity of the roof and current weather conditions. If we discover underlying issues such as damaged decking, we’ll explain what we found and how it may affect the schedule.

Do you also handle gutters and other exterior work in Alexandria?

Yes. In addition to roofing, we install and repair gutters, siding, and windows for Alexandria homeowners. Many roof issues are connected to drainage and exterior conditions, so we can look at your entire exterior system and recommend the best way to protect your home.

How Do I Know If My Alexandria Home Needs a Roof Replacement?

Alexandria has exceptional housing diversity — from pre-Civil War row houses and Victorian-era homes in Old Town to mid-century bungalows in Del Ray and Rosemont, and newer construction in Cameron Station and the West End. Older properties often have complex architectural details, slate or tile roofing, and chimney systems requiring specialized experience. The most common issues American Group Construction sees in Alexandria include aging and multi-layer roofing on historic Old Town and Del Ray properties, chimney and flashing failures common on pre-1950 construction, storm damage from the wind and hail events that affect Northern Virginia, and flat roof issues on additions and commercial properties throughout the city. If your roof is showing any of these signs — or if it is approaching 20 years old — a free inspection from American Group Construction will give you a clear, honest assessment. For a deeper look at replacement considerations, visit our Roof Replacement in Northern Virginia page.

Isai with American Group Construction is just wonderful. I first found Isai about 9 years ago when had a leaky skylight when we first moved in to our home (we bought >100 year old house). I went through about 20 contractors before I found Isai. He was the only one to actually get on the roof to check and found it was the roof, not the skylight, causing problems. His crew replaced the lower roof with new skylights in just a day. He also has a great guarantee on his services. When we thought we had a leak in the roof when it started pouring like a waterfall from the dining room, he came right out the next day to check it out. Turns out, the HVAC left a hole in the side of our house when HVAC guy installed a new unit upstairs (that is a whole other story). But Isai also determined that the upstairs roof had some issues that needed to replaced. Once again, his crew replaced the upper roof in a day and did a great job. He also replaced our garage roof at a later date. We then had a leak through one of the skylights that we replaced. Isai came out the next day. He determined that the skylight was fine but found that an upstairs window was leaking in water (whoever originally fixed up this house just literally put bandaids over everything and now everything was coming off). We saved up the money to fix our whole outside of our house. We needed a general contractor to do the outside porch/deck, mudroom repair, and stone foundation. Isai did all the siding, windows, and doors. Isai has made our house look beautiful - a red farmhouse type. Isai is great to work with, especially as a woman. I have had so many contractors treat me poorly or ignore me because of being a woman. But he treats everyone with respect. He is very detailed, reasonable, and gives many options. He was willing to work with us when we had hiccups and delays with the first general contractor (too bad Isai is not also a general contractor). He will fine tune until you get your vision. I now have my dream home. Trust Isai, Harry, and American Group Construction and you will not be disappointed.

I can’t recommend Isai from American Group highly enough—outstanding service, clear and detailed explanations, and very fair pricing. He’s incredibly honest and immediately pointed out that others had misdiagnosed the issue—I didn’t need to replace the entire gable after all. He saved me time, money, and a lot of unnecessary stress!

We highly recommend American Group Construction. I found them through Angie’s list, because we needed to replace our roof. I called them on a late Saturday for a quote and they came the next day, on Sunday. They were the only company who agreed to work on my schedule. At the beginning, I had in my mind to do repairs only and replacing the roof in a couple of years, because my 3 previous quotes to replace the roof were too expensive for my budget. When Isai came he took several pictures of my roof, and his quote for replacing the entire roof was very, very, very affordable. Then, he explained to me the process and we discussed about any hidden damage that he could discover when replacing the roof, so everything was crystal clear. He found 5 damaged plywood, sent me the pictures and proceeded to replace them. After finishing the job, they gave me the certificate of completion for my insurance company, that lowered my annual insurance premium from $2800 to $928. We are very happy with American Group Construction, a family owned company, they were very professional, reliable, and with the lifetime warranty on my roof, we couldn’t ask for more. Call them, they will go above and beyond and you’ll end up with an extraordinary result. Thank you!

I'm very happy with the work American Group Construction did replacing an outside door, painting other outside doors, solving an issue with my gutters, and caulking my skylights. Isai Fonseca, President of the company, was personally involved in all aspects of the work and quickly replied to texts as we tried to find a solution for a gutter issue. American Group Construction replaced my roof several years ago, which was a positive experience and led me to request the recent work. I've been very happy with the quality of work and the attentiveness of Isai.
